Land Transaction Tax (LTT), is a tax due on the purchase of residential, other immovable property or land in Wales. It replaced UK stamp duty land tax in Wales from 1 April 2018 and is administered by the Welsh Revenue Authority.

This calculator will determine the tax to be paid based on the purchase price and type of purchase. It then displays the tax rates for each bracket, effective tax rate, and total cost including tax.

Calculation of land transaction tax:

The LTT is a progressive tax levied in different brackets. There will be no tax on the portion of the purchase price that falls below a certain threshold while a progressively higher rate will apply to the portion that exceeds this threshold.

Because each tax rate applies only to the portion of purchase price that falls within its range, the total tax actually paid is always less than the highest tax rate that would apply to the entire purchase price. This overall amount, shown as a percentage, is the effective tax rate.

The main residence rates apply to the purchase of a single house or principal home. These tax bands have not changed since October 2022.

The high property tax applies to the purchase of additional properties such as second homes or rental properties. This is not a flat-rate surcharge but rather a separate tax bracket. The current values have been in effect since December 11, 2024.

The non-residential rates are applicable to commercial properties, vacant land and mixed-use purchases. This rate was introduced in December 2020.

Calculation:

For a price P the tax is calculated by multiplying the price P with the corresponding tax rate and then adding up the results for all tax classes.

LTT=iri×[min(P,Ui)Li]+\text{LTT} = \sum_{i} r_i \times \big[\min(P, U_i) - L_i\big]^{+}

In this case L and U stand for the lower and upper limit of each tax class, r stands for the respective tax rate, and the plus sign means that only the positive part is calculated. No taxes are due for tax classes which are not reached.

Example calculation:

Assume you buy a main residence in Wales for £250,000. The first £225,000 is tax-free while the remaining £25,000 will be charged at a rate of 6 per cent - which equates to a charge of £1,500. So LTT would be £1,500 and the effective rate is 0.6 per cent.

Now let's assume that the same property with a value of £250,000 is used as a rental home. In this case, a higher tax rate will be applied. The tax on the first 5% of £180,000 would be £9,000 while the tax on the next 8.5% of £70,000 would be £5,950 for a total of £14,950.

First-time buyers in Wales:

There are no first-time buyer stamp duty concessions in Wales. Instead the UK's highest zero rate of 225,000 is applied and many properties bought by first-time buyers will be below the threshold for paying tax.

Thus, both first-time buyers and those who are moving home will pay the same stamp duty on their main residence at the same price point - this support is not a special rule but reflected in the thresholds.

High tax rates and second homes

If you already own multiple properties at the time of purchase and another property is valued over £40,000 then a higher rate will be applied. No higher rates are charged on purchases below £40,000.

If a new property replaces the main home and the previous house is sold within 36 months you can claim back the higher rate tax from HMRC. The calculator will show the potential refund if you select the additional properties option.

Comparison of stamp duty and land transaction tax (LTT) or land and building transaction tax (LBTT)

In England and Northern Ireland the Land Tax is levied while Scotland uses the Land and Buildings Transaction Tax (LBTT). Both taxes are progressive taxes charged according to tax bands but as the thresholds and rates differ, a property of the same price may be subject to different rates in each country.

How is stamp duty calculated in Wales?

Land Transaction Tax is a progressive tax with graduated rates. The price is assigned to the individual rate brackets and each rate only applies to that portion of the price within that bracket. The amounts in each bracket are added together to get the total tax. For this reason, the effective tax rate will be less than the highest rate reached.

Will first-time buyers have to pay stamp duty in Wales?

There are no first-time buyer stamp duty concessions in Wales. Everyone pays the same residential rate but because of the £225,000 nil-rate band - which is the highest in the UK - many first-time buyers will not have to pay Land Transaction Tax (LTT).

What is a high tax rate and when does it apply?

If you acquire additional properties (e.g. a second home or rental property) and thus own multiple residential units, higher land tax rates apply. These are set out in a separate rate table that currently starts at 5 percent and came into effect on December 11, 2024.

Can I claim a refund of land tax for a second home?

Yes, if you have paid a higher tax rate due to the sale of your previous main residence, then you can claim back the difference within 36 months of purchasing your new property providing that you sold the old one.
